New opportunities for real-time LCR management using current treasury transactions
The Liquidity Coverage Ratio (LCR) is one of the key performance indicators in banks’ liquidity management.1 At the same time, a challenge frequently arises in practice: treasury decisions are made on an intraday basis, whilst many control instruments are based on data from the most recent position processing run. This creates an information gap between current market developments and the available basis for decision-making.
The new Treasury Measures in the LCR Forecast functionality of the Open Risk & Reporting Platform msg.ORRP closes precisely this gap by enabling the effects of planned or already completed treasury transactions to be simulated and assessed even before they are formally incorporated into the portfolio.

A wide range of applications for typical treasury activities
The first phase of the system already supports a wide range of relevant treasury transaction types. These include, amongst others:
- repo and reverse repo transactions,
- forward repos,
- cash investments,
- in-house issues, and
- securities lending and borrowing transactions.
For these transactions, the expected liquidity effects are automatically incorporated into the forecast analysis.
This provides a consistent view of holdings and transactions, which is an important prerequisite for efficient and transparent liquidity management.
Outlook: Integrated management of measures
The introduction of Treasury Measures is more than just a one-off extension of the LCR forecast. It also forms the basis for the further integration of measures into risk and liquidity management. Internally, the function is therefore already regarded as the first building block of a more comprehensive set of measures.
